LOYOLA COLLEGE IN MARYLAND STUDENT GOVERNMENT ASSOCIATION CONSTITUTION DRAFTED BY RYAN KAMP, VICE PRESIDENT FOR POLICY APPROVED BY SGA ASSEMBLY OCTOBER 2, 2007 Constitution By-laws Preamble The Student Government Association of Loyola College is an organization committed to representing the diverse interests of the student body in accord with the Jesuit values of Loyola College. Facilitating communication, motivating one another, and advocating change, the SGA constantly aspires to achieve new levels of excellence. The SGA endeavors to unify the Loyola community while cultivating our relationship with the city of Baltimore. In all, the SGA strives to create a continued sense of pride and enthusiasm for all that is Loyola. Article I – Name The name of this organization shall be the Student Government Association, hereafter referred to as the SGA. Article II – Membership Section 1 The membership of the SGA shall include all full-time undergraduate students of Loyola College in Maryland. Section 2 – Non-discrimination clause Consistent with all applicable Federal and State laws and College policies, this organization and its subordinate bodies and officers shall not discriminate on the basis of race, color, age, religion, veteran’s status, gender, sexual orientation, national origin, or disability in its selection of officers and appointees. Article III – Functions The functions of the SGA shall be the following: A. To act as the primary student voice of the Loyola College community B. To manage the SGA portion of the Student Activities budget C. To promote and sponsor services for the student body D. To recognize and support student organizations Article IV – Advising The Director of Student Activities shall be the SGA Advisor. Additional advisors may be named by the Director of Student Activities at any time. Article V – Organizational Structure Section 1 - Officers A. The officers of the SGA shall be the President, the Vice President for Policy, the Vice President for Social Affairs, the Senior Class President, the Junior Class President, the Sophomore Class President, and the Freshman Class President. B. The officers shall be selected by general election. Section 2 – Executive Cabinet A. There shall be an Executive Cabinet of the SGA, chaired by the President, comprised of the officers and their appointees. Section 3 – Senate There shall be a student Senate, chaired by the Vice President for Policy, comprised of three elected representatives of each class year, and the special interest assembly members, namely the Commuter, Diversity, Resident, and Transfer Senators. This body shall act as the upper house of the bicameral legislature. Section 4 – Assembly There shall be a student Assembly, chaired by the Speaker of the Assembly, comprised of eight elected representatives of each class year. This body shall act as the lower house of the bicameral legislature. This body shall be chaired by the Vice President for Social Affairs until the position of the Speaker of the Assembly is filled. Section 5 – Judicial Board There shall be a Judicial Board comprised of five student members. The members and chair of the Judicial Board shall be selected by the SGA President and the Director of Student Activities at the outset of the year. These individuals shall be called to meet as needed to resolve Constitutional disputes. One member of the board shall attend each Senate meeting to act as the Senate parliamentarian. Section 6 – Finance Committee There shall be a Finance committee, chaired by the Director of Finance, comprised of the President, the Vice President for Policy, the Vice President for Social Affairs, the Director of Student Affairs, and the Business Manager. Section 7 – Student Affairs Committee There shall be a Student Affairs committee, chaired by the Director of Student Affairs, comprised of student members of the Public Safety committee and the Food Services committee. Section 8 – Appointments Committee The Appointments Committee, chaired by the President, comprised of the Officers of the SGA shall be responsible for directing the appointment process for the Executive Cabinet members and shall present their candidates to both houses of the Legislature. Article VI – Elections Section 1 The procedure for SGA elections is stated in the SGA Election Rules. Any changes to the Election Rules are subject to a two-thirds affirmative vote of the seated Senate. The Director of Student Affairs shall be charged with the responsibility of the implementation of the SGA Election Rules for all SGA elections. Section 2 The President, Vice President for Policy, Vice President for Social Affairs, Senior Class President, Junior Class President, Sophomore Class President, Student Senators, and Student Assembly members shall be elected annually in the spring election to be held in March. A. The President, Vice President for Policy, and Vice President for Social Affairs shall be elected on the same ticket by the full-time undergraduate student body B. Class Presidents, Assembly members, and Senators from the sophomore, junior, and senior classes shall be elected by the full-time undergraduate students of their respective classes in the spring preceding their year of office. a. Class Presidents from the sophomore, junior, and senior classes shall take office after being sworn in during the annual Maryland Day celebration. Their office shall be in effect until their replacements have been sworn in. b. Assembly members and Senators shall take office the first day of the fall semester and shall remain in office until the last day of the spring semester. C. The Freshman Class President along with Assembly members and Senators from the freshman class shall be elected in the fall of their year of office. Elections shall take place as early in the semester as is convenient and shall take effect immediately upon conclusion of the election. a. The Freshman Class President shall remain in office until his/her replacement has been sworn in. b. The Assembly members and Senators from the freshman class shall remain in office until the last day of the spring semester. D. The Speaker of the Assembly shall be elected by the full Assembly at the first meeting after the election of the freshman members. Article VII – Appointments Section 1 The Executive Cabinet shall be appointed as follows: A. The Appointments Committee shall review the packets submitted by all applicants and grant interviews accordingly. B. The Appointments Committee shall recommend to the Legislature one candidate for confirmation for each position. C. The legislature shall confirm each appointment by a simple majority. D. Appointees shall take office May 1 and serve for one calendar year. Section 2 The President and Director of Student Activities shall appoint the five members of the Judicial Committee. The President and the Director of Student Activities shall name the Chair of the Judicial Board out of that group of five members. Members shall take office on May 1 and serve for one calendar year. Article VIII – Meetings Section 1 Meetings of the Executive Cabinet shall be held at least once per month during the fall and spring semesters upon the call of the President. All meetings require three class days written notice by the President. Section 2 Meetings of the Senate shall be held at least once a month during the fall and spring semesters upon the call of the Vice President for Policy. Special meetings may be called by the President or by a motion of the Senate. All meetings shall require three class days written notice by the Vice President for Policy. Section 3 Meetings of the Assembly shall be held at least once a month during the fall and spring semesters upon the call of the Speaker of the Assembly. Before the Speaker is chosen, the Director of Social Affairs shall call meetings. Special meetings may be called by the President. All meetings shall require three class days written notice by the presiding official. Section 4 Meetings of the Finance Committee shall be held at least twice a month during the fall and spring semesters upon the call of the Director of Finance. All meetings shall require three class days written notice by the Director of Finance. Section 5 The Judicial Committee will be convened by motion of the Senate or by request of the President to settle constitutional disputes. They will be automatically convened to oversee impeachment proceedings. Section 6 Quorum for the aforementioned meetings shall be defined as greater than 50 percent of the current membership. If quorum is not met, no meeting may be held. Article IX – Impeachment Section 1 Any member of the SGA may be removed at any point during the year for failure to complete duties, any breach of the guidelines set about in this constitution or the by-laws of the SGA, or for conduct unbecoming a student leader at Loyola College. Section 2 Impeachment proceedings may be brought against any member of the SGA by another member of the SGA or by an official of the College community. A. If the accusing member of the SGA is an Assemblyperson, an Executive Cabinet member, or a member of the Judicial Board the matter shall be brought to the attention of the President and the matter shall reach impeachment status upon the call of the President. The President shall honor any calls for impeachment that are reasonable. B. If the accusing member of the SGA is the President the matter shall be brought to the attention of the Vice President for Policy and the matter shall reach impeachment status upon the call of the Vice President for Policy. The Vice President for Policy shall honor any calls for impeachment that are reasonable. C. If the accusing member of the SGA is a Senator the call for impeachment shall take place on the Senate floor, and an official motion for impeachment must be passed. This bill of impeachment must follow the same procedures outlined in the passage of legislation. D. If an SGA member wishes to bring cause for impeachment charges against the President, the Vice President for Policy shall be notified and the matter shall reach impeachment status upon the call of the Vice President for Policy. The Vice President for Policy shall honor any calls for impeachment that are reasonable. Section 3 Impeachment hearings shall take place in front of the Senate (excluding the accused as a voting member of the Senate if that person is a member of the Senate) with the Chair of the Judicial Board presiding over them. Evidence shall be presented by the accusing member of the SGA or by the President. In the event that the President is being impeached, evidence shall be presented by the accusing member of the SGA or the Vice President for Policy. The accused member of SGA shall be present at the meeting and shall be given ample opportunity to defend himself or herself including the opportunity to call witnesses. Section 4 At the conclusion of the presentation of evidence and the defense of the accused there shall be a period of deliberation for the Senate, during which the accused shall not be present. A two-thirds supermajority shall be required to find the accused responsible for the proposed charges. The sentence shall be handed down to the impeached by the Chair of the Judicial Board within 24 hours of the decision by the Senate. Section 5 There shall be three possible sentences in the event that the Senate finds the accused member responsible. A. The impeached may be written an official letter of censure that shall serve as a warning against previous actions. B. The impeached may be placed on probation. Any additional offenses by that member shall result in immediate removal from the SGA. C. Full and immediate removal from the SGA. Section 6 In the event of the removal of a member of the SGA, the vacated position shall be filled in the following manner: A. If the President is removed, the chain of succession outlined in this constitution and the by-laws of the SGA shall be followed. B. If a Vice President or a member of the Executive Cabinet is removed, the President shall fill that position at his discretion. Any appointments shall be approved by the Director of Student Activities and a simple majority of the Senate. C. If a Senator or Assemblyperson is removed, that position shall be filled at the discretion of the President of that class year. The empty seat shall be given to the next highest vote getter in the election that placed the removed member in office. If no such person exists, the seat shall be filled at the discretion of the class president with the approval of the SGA President and the Director of Student Activities. D. If a member of the Judicial Board is removed, that position shall be filled at the discretion of the Director of Student Activities and the SGA President. Article X – Amendment of the SGA Constitution This Constitution may be amended by a two-thirds vote of the seated legislature. Amendments may be proposed by any seated member of the legislature or by any full-time undergraduate student when the proposed amendment is accompanied by signatures of petition from at least 10 percent of the student body. The amendment shall become effective after approval by both houses. LOYOLA COLLEGE IN MARYLAND STUDENT GOVERNMENT ASSOCIATION CONSTITUTION BY-LAWS Article I – Executive Cabinet Section 1 The Executive Cabinet shall be responsible for the leadership and direction of the SGA through the implementation of general operating policy. Section 2 The President may call a vote of the Executive Cabinet. Each member shall have one vote. Article II – Finance Committee Section 1 The Finance Committee shall be responsible for the implementation of the SGA financial policies. Section 2 The duties of the Finance Committee shall include parking ticket appeals and club appropriations as well as a review of the financial practices of the SGA. Article III – Senate Section 1 The Senate (Constitution, Article IV) shall: A. Regulate the operation of SGA and its components through the consideration of legislation. B. Actively seek out and represent the opinion of the student body of the College through the consideration of recommendations and resolutions. C. Ensure all policies are being followed in accordance with the Constitution in all areas of the SGA. Senate reserves the right to call upon any member of the SGA to appear before them. Section 2 There shall be three standing committees of the Senate: the Diversity Committee (chaired by the Director of Diversity), the Campus Services committee (chaired by the Director of Student Affairs), and the Social Affairs committee (chaired by the Vice President for Social Affairs). These committees shall meet regularly as called by the chair of the committee. Each Senator will serve on one of the above committees. Section 3 All legislation proposed in the Senate must receive a simply majority approval of the members in attendance to pass. Passed legislation must be sent onto the President for approval and will become official with the signature of the President. If the President chooses to veto a piece of legislation, it may return back to the Senate where the veto may be overruled by a two-thirds supermajority. Legislation that has successfully overridden a presidential veto shall not require the signature of the President to become official. Section 4 The parliamentary procedures of the Senate shall be stated in the Senate Standing Rules. The first Senate of Loyola College in Maryland, to take office September 2008 shall draft the Senate Standing Rules. They may be amended and altered as needed by each successive Senate. Section 5 There shall be an attendance policy for the Senate. Senators who cannot attend meetings (either of the full Senate or of their respective committee) must appoint a proxy at least 24 hours in advance and notify the Vice President for Policy of this excused absence. A proxy may be another seated member of the Senate who has been given the authority to vote in the first Senator’s name or may be another member of the full-time undergraduate student population who has been approved by the Vice President for Policy. Each Senator may proxy for as many Senators as is necessary. Senators will be notified of their potential dismissal after two absences with a proxy. Senators will be dismissed after three absences with a proxy. Senators who are absent without having appointed a proxy at least 24 hours in advance will be considered absent without excuse. Senators will be notified of their potential dismissal after one unexcused absence. Senators will be dismissed after two unexcused absences. Section 6 Members of the full-time undergraduate student body who wish to study abroad for a semester may still be members of the Senate. That student shall run on a split ticket with another member of the full-time undergraduate student body who will be available to serve in the Senate for the semester that student is abroad. Article IV – The Assembly Section 1 A. The Assembly shall: 1. Be responsible for devising and implementing social programming for the college community. 2. Meet regularly as an Assembly to discuss programming options for the Loyola community and assign responsibilities. 3. Meet regularly with the class president to discuss programming for their respective class. Section 2 The parliamentary procedures of the Assembly shall be stated in the Assembly rules. The Assembly of September 2008 shall draft the Assembly Rules. Each successive Assembly shall amend or alter them as needed. Section 3 The Assembly may be convened to meet in joint session with the Senate if deemed necessary by the President or the Vice President for Policy. This may occur to discuss matters of special importance or gravity or for issues that pertain directly to the Student Government Association as a whole. Section 3 There shall be an attendance policy for the Assembly. Assemblypersons who cannot attend meetings must appoint a proxy at least 24 hours in advance and notify the Speaker of the Assembly of this excused absence. Article V – Position Descriptions Section 1 A. The President shall: 1. Oversee and direct the entire Student Government Association and sit as chair of the Executive Cabinet. 2. Be responsible for organizing meeting times for his/her cabinet and set an agenda for those meetings. 3. Be in charge of setting a yearlong agenda for the Student Government Association. 4. Act as top liaison between the student body and the administration. 5. Approve or veto all legislation that passes through the Senate. No piece of legislation will be official before acquiring the signature of the President. B. The President shall have a seat on the following committees: 1. Loyola Conference 2. Loyola Conference Budget Committee 3. Honors Advisory Board 4. NCAA Accreditation Steering Committee 5. The Board of Trustees Subcommittee for Finance 5. Any special committees formed throughout the academic year during his/her term in office. C. The President may appoint another member of the Executive Cabinet to sit on a specific Committee in their absence for any length of time.
D. The President is responsible for submitting a formal recommendation of candidates to the Legislature for review as nominated by the Appointments Committee to fill the appointed positions on the Executive Cabinet. E. The President shall make all application documents and information submitted by the candidates available to the Legislature for review. Section 2 A. The Vice President for Policy shall: 1. Organize and oversee policy directives and represent student interests to the entire Loyola community. 2. Assist in the fulfillment of the President’s responsibilities. 3. Attend any and all club or organization meetings that the President may deem necessary. 4. Preside over the student Senate that handles the legislative duties of the Student Government Association. The Vice President for Policy shall vote in the event of a tie and shall direct all meetings. 5. Inform the Executive Cabinet of any and all activities of the Senate. B. The Vice President for Policy shall have a seat on the following committees: 1. The Loyola Conference 2. The Board of Trustees Subcommittee on Development 3. Any other committees the President deems as necessary Section 3 A. The Vice President for Social Affairs shall: 1. Be responsible for setting up the social calendar for the Student Government Association. 2. Establish a relationship with concert promoters and managers in order to plan and arrange the events for the current year. 3. Coordinate the Student Government Association’s role with other campus group’s social plans. 4. Chair the Social Affairs Committee. This committee shall function as a subcommittee of the Assembly and will welcome interested members of the student body at large. 5. Act as the head of the Assembly until the Speaker of the Assembly is elected at the first full meeting after the election of the freshman members. 6. Be responsible for the Social Affairs budget appropriated by the Director of Finance. 7. Have the Director of Student Activities sign all contracts between the SGA and any outside parties. Section 4 The Class Presidents shall: - Represent their respective class within the Executive Cabinet.
- Act as liaisons between the student body and administration, voicing concerns brought up by their class.
- Organize meetings with their eight elected Assemblypersons. These meetings should be used to plan and coordinate social and community service events for the betterment of their class. These meetings shall also be used to bring up any concerns for their class as a whole.
- Appoint the Assemblyperson with the next highest vote total in the event that a specific class has a vacancy of one of their Assemblypersons.
- Receive a budget for their respective class to be spent on class activities and or items.
- Receive the approval of the Director of Finance & Administration before any and all transactions are made.
The Senior and Junior class presidents will both have a seat on the Honors Advisory Board. Section 5 The Chief of Staff shall: - Serve as the coordinator between all of the Executive Cabinet members. This person is directly responsible for ensuring that all Executive Cabinet members are carrying out their designated responsibilities as officers of SGA.
- Keep a detailed calendar of all of the events of the Executive Cabinet and be aware of any other events happening on campus.
- Inform the Executive Cabinet of all club meetings and major events that are occurring on a weekly basis.
- Serve as special assistant to the President and Vice-Presidents, and be willing to represent them at any function or meeting that they are unable to attend.
- Be responsible for keeping the weekly attendance and minutes at the Executive Cabinet meetings.
Section 6 The Director of Finance shall: - Have the sole authority to deal with the College Business Office concerning the accounts of the SGA and all of its chartered organizations.
- Be consulted on all matters concerning the release of funds from the SGA accounts. If it is deemed by the Director of Finance that funds cannot be released, the matter may be brought to the SGA President.
- Not give out information regarding SGA account numbers to anyone except the College Business Office, certain members of the college Administration and on-campus creditors.
- Develop a budget for the SGA. Upon approval by the SGA President the budget shall then be sent before the Student Senate for approval.
- Have a seat on the Board of Trustees Subcommittee for Finance, the College Budget committee, and the College Audit Committee.
- Chair the Finance Committee.
The Finance Committee shall: - Consist of the Director of Finance & Administration, the President, the Vice President for Policy, the Vice President for Social Affairs, the Business Manager, and the Director of Student Affairs.
- Meet to determine how the available funds will be disbursed. The Director of Finance & Administration will determine the meeting times of this committee.
- Adopt a set of uniform rules for all clubs and organizations to follow with regards to the appropriations process.
- Review all Loyola College parking ticket appeals made by the student body.
Section 7 The Business Manager shall: - Be responsible for the maintenance of the SGA Office
- Order all supplies and resources needed for the functions of the SGA
- Be placed in charge of ad hoc responsibilities at the request of the President
Section 8 The Director of Academic Affairs shall: - Serve as liaison between the faculty and the student body.
- Assume the position of Student Representative on all College Committees related to the academic issues of the college, i.e. the Academic Senate, the Undergraduate Curriculum Committee, the Board of Trustees Subcommittee on Academic Affairs, and the Committee on Study Abroad.
- Organize any efforts of the student body to express concerns in relation to academics or to try and initiate change in the academic climate.
Section 9 The Director of Student Affairs shall: - Be the sole individual to organize and run the SGA elections following the guidelines set forth by the official election rules.
- Determine the official dates and deadlines of the elections and elections materials.
- Be responsible for the organization and disbursement of appointment materials and the collection of them.
- Organize and chair the Public Safety/Parking Committee and the College Services Committee. These committees shall be composed of any interested members of the student body of Loyola College. These committees shall serve as an advisory committee to the Department of Public Safety and the various campus service departments, i.e. dining services, the bookstore, etc.
Section 10 The Director of Community Relations shall: - Represent the SGA with regards to Community Service and Public Relations.
- Serve on a community board and attend neighborhood coalition meetings once a month.
- Act as a liaison to students living in the surrounding off-campus areas.
- Assist the President with any public relations concerning the school or surrounding community.
- Create a link between the Center for Community Service and Justice (CCSJ) and the SGA.
- Help both the Class Presidents and Club Presidents in planning community service projects.
- Work to keep the college community aware of community service opportunities.
Section 11 The Director of Diversity shall: - Serve as a liaison between the cultural clubs and the SGA.
- Represent (but is not limited to represent) the following clubs; Black Student Association, Caribbean Student Union, Filipino Organization Raising Cultural Enrichment, Hispanic Student Association, International Students, South Asian Student Association and Spectrum.
- Stay abreast of the news and activities of the above clubs. He/She shall inform the Executive Cabinet of any and all activities of these clubs.
- Be responsible for planning activities that promote diversity and incorporate the whole college community.
- Plan, publicize, and coordinate the Week of Dialogue.
- Meet regularly with the Director of ALANA and the Vice President of Academics & Diversity.
- Appoint one student to represent the views of the diverse student population as a voting member of the Senate within the SGA.
Section 12 The Director of Technology shall: - Be responsible for creating a digital connection between the SGA, Technology Services, and the student body, in order to inform, ask, and receive information relevant to any business of this government.
- Be the sole person in charge of the SGA webpage and its maintenance. He/She will also be responsible for the maintenance of any other web page associated with this government.
- Represent the SGA with regards to its equipment and in any dealings with the Technology Services department.
- Sit on the Technology Services Advisory Committee.
Section 13 The Director of Resident Affairs shall: - Sit on the Executive Board of the Resident Affairs Council as the RAC Vice President for Policy.
- Organize the training for house presidents and their Executive Board.
- Address all resident life problems and concerns.
- Be responsible for the social programming of the Resident Affairs Council. Those of which include but are not limited t
1. Little Siblings Weekend 2. Exam Care Packages 3. RAC Week 4. Co-Sponsor Denim Day with Spectrum 5. Maintenance Appreciation Day and Luncheon - Appoint one resident student to represent the views of the resident student population as a voting member of the Senate within the Student Government Association.
- The resident student Senator shall serve the Senate when convened and assist the Director of Resident Affairs with any and all needs.

Section 14 The Director of Commuter Relations shall: - Be the voice of the commuter students at Loyola College with regards to the SGA and the College Administration.
- Organize monthly meetings with the commuter students to discuss their problems, confusions, and future social activities.
- Plan social activities, gatherings, and trips for the commuter student population.
- Try to form a closer link between the commuter students and the college community.
- Appoint one commuter student to represent the views of the commuter population as a voting member of the Senate within the SGA.
- The commuter student Senator shall serve the Senate when convened and assist the Director of Commuter Relations with any and all needs.
See also the Commuter Student Association charter for the structure of the Commuter Student Association and any information not expressed within these bylaws. Section 15 The Director of Communications shall: - Be responsible for informing the student body of SGA matters.
- Be responsible for devising and promulgating any advertisements, publications, posters, etc. as needed.
- Be chiefly responsible for distributing flyers and posting notices or poster around campus.
- Be assigned by the President any other tasks pertaining to advertisement and information management of the SGA.
Article VI - Appointments Procedures - The Appointments Committee shall consist of the SGA President, Vice President for Policy, Vice President for Social Affairs, Senior Class President, Junior Class President and Sophomore Class President. Each member shall have one vote.
- The purpose of this Committee is to submit a name to the Legislature for each appointed position.
- The Positions to be appointed are those listed above in the SGA by-laws excluding the Directors of Diversity, Commuter Affairs, and Resident Affairs. These positions shall be filled by a candidate nominated by the governing body of the associated organization. This candidate must still be approved by the Appointments committee and confirmed by the Legislature. See also the appropriate charters or constitutions for procedures for appointments of the Directors for those positions.
- The President may add positions at his/her discretion with the approval of the Legislature
- The committee shall reserve the right to call upon some or all applicants for an interview before the committee.
- If the Appointments Committee feels that an applicant would better serve a different position within the Executive Cabinet than that which was applied for, they may consider that person for a different appointed position with the permission of the applicant.
- The committee is responsible for providing the Legislature with all applications or appointment materials from the chosen candidates for review before they vote for or against confirmation. No materials submitted by applicants not chosen for confirmation by the Appointments committee shall be distributed.
- The incoming President of the Student Government Association will represent the Appointments Committee when dealing with the Assembly regarding appointments.
- In order for an individual to be placed in one of the Executive Cabinet appointed positions they must first receive majority vote in the Appointments Committee, then a two-thirds Legislative vote for confirmation.
- If a nominee does not receive a two-thirds vote in the Legislature, the position is deferred back to the Appointments Committee. The Appointments Committee may either resubmit its initial recommendation or select a suitable alternate nominee to submit to the Legislature. Only one resubmission of a candidate shall be permitted. Upon conformation by the Assembly the person appointed to the Executive Cabinet will serve a term of one full academic year.
Appointment Application Guidelines - Uniform applications for appointment positions on the Executive Cabinet shall be distributed to the entire undergraduate student body at least two weeks prior to the deadline.
- These applications shall be returned to the Student Activities office at a date to be determined by the Director of Student Affairs, and will be accepted up until a specified time. The Appointments Committee may change this date if insufficient applications have been turned in. All candidates for elected office shall be permitted concurrently to submit applications.
- The application shall be filled out in detail and typed on a separate sheet of paper. A resume is required in accompaniment of the application.
- The applicant shall only apply to be appointed for one position on the Executive Cabinet.
- The applicant may be called in front of the Appointments Committee and Assembly for a formal interview before nomination or conformation.
Article VII - Business Transactions - No individual or organization may obtain funds or otherwise conduct financial business without the approval of the Director of Finance.
- The Director of Finance requires that all invoices, bills, or receipts be submitted prior to the reimbursement or payment of funds, appropriated or other. Checks will be issued by the Business Office seven to ten days after receipts have been submitted to reimburse for previously spent funds. These checks may either be mailed home or picked up by the specified person.
- The Director of Finance must be consulted prior to all fundraising events.
- All individuals and organizations are required to take all income to the Office of Student Activities immediately following the event that produced the funds. Funds received will be deposited into the individual or club's account for the use of that account only.
- The use of outside banks for business transactions is prohibited. Failure to comply with this rule may result in the suspension of an individual or club's privileges.
- A purchase order should be used for the purchase of items in which proof of authorization is required by the company in question. Purchase orders may be obtained from the Office of Student Activities.
Article VIII - Contracts - No member of SGA shall be permitted to sign a contract or agreement with an outside vendor at any time.
- In order for all contracts to be valid and binding upon the SGA and Loyola College, the Director of Student Activities must sign all applicable documents and agreements.
