Section 1: History. LoyolaTV was formed on March 22, 2001 by Alan M. Danzis, Rex Freiberger, Kevin Poll, Joe Salvati, and Nick Walkonis. The five were determined to create a television broadcasting club for Loyola. The club was later renamed TGN The Greyhound Network. TGN went on the air on Channel 70 for the first time on February 27, 2002. That day, TGN aired the Bulletin Board a collection of advertising slides designed in Microsoft PowerPoint along with Burly Bear programming, a news show (The News Room), and a Loyola blind-date show (Fate Date). The history is described in more detail in the attached document. This charter was written by Alan M. Danzis with help from BJ Barretta, Kristen Haneschlager, Joe Salvati, and Alexis Frungillo in April 2002. Section 2: Purpose. TGN is a television broadcasting club that serves the Loyola community with not only educational and entertaining programs, but also allows Loyola students to showcase their talents and improve their communication and leadership skills. Section 3: Benefits. TGN will provide informative, interesting, and entertaining programming to Loyola students, faculty, and administrators, while providing students with experience in video production and broadcast journalism.
Section 1.0: Members. The Executive Board will oversee all aspects of TGN and it will consist of a President, four directors, and any number of Executive Board members. The Executive Board will make all the decisions that affect TGN. The directors will make suggestions that the Executive Board will vote on. The directors and the President also have the power to create committees to aid in the execution of their duties. Only student may be members of the Executive Board. Section 1.1: President. The President will deal with the Loyola administration on a regular basis. The Directors along with the President will make the decisions, but if a final decision is ever needed to be made, it is the Presidents job to make it. Section 1.2: Director of Programming. The Director of Programming will provide a programming schedule for TGN which the Executive Board will approve. He will also be responsible for making sure all shows aired on TGN follow the TGN Expectations for Decency. Section 1.3: Director of Technology. The Director of Technology will work with Technology Services and oversee the technology that helps TGN operate. They will also help recruit a staff to run the tapes in the control room to send programming out on the air. Section 1.4: Director of Promotions. The Director of Promotions would be in charge of working with Student Activities, The Greyhound, the Loyola Radio Station, and any other organizations to help promote TGN. They and their staff will also organize special events, hang fliers around campus, and help create a buzz for TGN. They will also be in charge of commercials. Section 1.5: Director of Finances. The Director of Finances will be in charge of dealing with budget issues with Student Activities, the moderators, and the SGA as well as getting money from outside sources (i.e. businesses in Baltimore). Section 1.6: Executive Board Members. Any member of the Executive Board can nominate any number of additional Executive Board Members to assist the other members of the Executive Board in making decisions. The rest of the Executive Board must confirm the nomination by simple majority. The Executive Board does not have to nominate additional Executive Board members, but they have the option. Section 2: Nominations and Elections. The President and four directors will be nominated by and voted in by active members of TGN. An active member of TGN is defined as a student who has worked for TGN for at least one semester as a writer, actor, technician, or director. Section 3: Moderators and Administration. TGN is a completely student-run organization, but it will also have one or more faculty moderators to help oversee everything. All power will reside with the students themselves in regard to content, scheduling, and money that has been given to TGN from Student Activities or the SGA. The President will deal with the administration on a regular basis. If the moderators or administration have any issues with TGN, they will contact the President and have a meeting with the Executive Board to resolve the problem. TGN is a student run organization and teacher/administrator involvement will be as minimal as possible. Section 1: Current Shows. Any current show on TGN must have an Executive Producer and Director. The Executive Producer will be responsible for scheduling production times, equipment reservation, and organization of talent. The Director will be responsible for filming, production, and post-production. The TGN Executive Board recognizes that while each show affects TGN, each show is responsible for their own pre-production, production, and post-production. Section 2: New Shows. If someone wants to create a new show, they will come before the Director of Programming with a mission statement for their show and will need to demonstrate to them that there is an interest in the show. All proposals for shows must include estimated budget, approximate number of staff, approximate number of shows, and how it will benefit the Loyola community. When the Director of Programming approves their idea, they will come before the entire Executive Board. If the Executive Board approves their idea, the following would happen: The Director of Finances will allocate any necessary money to the Executive Producer of the show. The Director of Programming will help instruct them how to go about the casting, filming, and editing of their program. The Director of Programming will also make sure they follow the TGN Expectations for Decency. The Director of Promotions would help them with advertising. If their idea was not approved, they would have the option to retool their show and present it again to the Director of Programming at a later date. All Executive Producers of new shows must adhere to the TGN Expectations for Decency. Section 3: Commercials. The Director of Promotions will be in charge of working with the individual directors/producers behind the shows to help create commercials advertising other shows on TGN as well as other Loyola events and Baltimore events. It is TGNs hope that, eventually, commercial airtime would be sold to local Baltimore businesses to advertise their businesses/services. By doing this, TGN could hope to raise money to support future endeavors. Section 4: Burly Bear Network (BBN). TGN works very closely with Burly Bear Network (BBN), a NY-based company that delivers free syndicated programming to colleges across the nation. The Executive Board must decide each year whether or not to renew their contract with BBN. Section 5: Bulletin Board. A Bulletin Board, based in Microsoft PowerPoint, will be broadcast most of the day and late at night to increase awareness of Loyola events, events in Baltimore, and other advertising. It is up to the Director of Promotions as well as the Director of the Bulletin Board to decide how much the Bulletin Board will charge for advertising. Section 6: TGN Original Programming. There will be four kinds of original programming shown on TGN along with the Bulletin Board: news, sports, academic, and entertainment. Section 6.1: News Programming. News Programming refers to any news-worthy events from Loyola and the outside community. Section 6.2: Sports Programming. Sports Programming refers to any sports-related information and sporting events. Section 6.3: Academic Programming. Academic Programming refers to TGN broadcasting lectures and other academic events going on at the Loyola campus. Section 6.4: Entertainment Programming. Entertainment Programming refers to anything that falls under the category of entertainment. Section 1. TGN is an outlet for the exercise of Freedom of Expression and controversial issues can be explored from every angle. TGN is an organization run by and for the students of Loyola College. Because of TGNs link to the representation of Loyola College, the Executive Producers of each show on TGN will uphold the following decency standards: Section 1.1. Discrimination of any nature shall not be tolerated. Section 1.2. Extreme ideas will enjoy freedom from regulation as long as they meet all other TGN Expectations of Decency, which will be provided for in the by-laws. Section 1.3. Extreme vulgarities of speech intended to shock the audience shall not be tolerated. Nudity of genitals or other private areas is not tolerated. Depictions of sex, drugs, and alcohol abuse shall adhere to a standard that parallels national television. Warnings will precede all programming that includes sexual and mature content. Section 1: Amendments. An amendment to this charter can be proposed by any member of the Executive Board. The Executive Board will debate the amendment and it must be agreed upon by more than a one vote margin. Section 2: Bylaws. Bylaws will also be written to help tighten the structure of this charter and must be approved every year. Proposed by-laws must be approved by a simple majority on the Executive Board.
Section 1: Impeachment. If a member of the Executive Board fails to perform their duties as listed in the charter or bylaws satisfactorily, any member of the Executive Board may propose an impeachment proceeding. Any impeachment must be agreed upon by more than a one vote margin. Section 1. TGN will be very closely aligned with the Communication Department here at Loyola. Not only will TGN offer job opportunities for actors, writers, editors, directors, advertisers, and more, but the Communication Department will also offer credit opportunities for students that work with TGN. As TGNs presence grows on campus, so shall its relationship with the Communication Department. In the future, hopefully many students in Communications will work with and for TGN. Section 1.
