Evaluation of Health Promotion Interventions


  • Designed evaluation of school-based smoking prevention program to be conducted by American Cancer Society, Maryland Division. Worked with Maryland state department of education to incorporate design into periodic survey of students.

  • Evaluation of multi-intervention smoking cessation project, funded by American Lung Association. Designed data collection forms and planned follow-up data collection. Conducted data analysis and prepared report for executive management. Presented report at professional meeting and published research findings.

  • Evaluation of health education intervention for diabetic children, funded by grants from American Diabetes Association, Maryland Affiliate. Developed longitudinal research design, including parent and child surveys, laboratory test data, and physician record data. Conducted all analyses and presented reports for management and at professional meetings.

  • Evaluation of outpatient treatment program for cocaine abusers, funded by contractor. Designed evaluation plan and supervised contractor personnel. Prepared reports for presentation to management and at professional meetings, and consulted with management regarding program operations.

  • Evaluation of outpatient treatment program for female substance abusers, funded by contractor. Designed evaluation plan and supervised contractor personnel. Prepared reports for presentation to management and at professional meetings, and consulted with management regarding program operations.

  • Evaluation of program functioning and outcomes in a correctional substance abuse prevention program, funded by contractor and supervised by the Baltimore City Health Department. Designed evaluation plan, including instrument construction and data collection. Provided regular consultation to executive management regarding program operation, including recommendations regarding operations and personnel. Prepared regular written reports. Presented reports at professional meetings and published research findings.

  • Evaluation of Baltimore City Partnership for the Prevention of Substance Abuse, monitored by the USPHS Center for Substance Abuse Prevention. Designed needs assessment and evaluation plans. Conducted mail and telephone surveys of service providers, organization leaders, and community residents. Developed staff activity audit system. Conducted analyses, prepared reports and consulted with management regarding program operations.

  • Evaluation of joint project between the Coalition Against Substance Abuse and the Baltimore City Partnership for the Prevention of Substance Abuse, monitored by the USPHS Center for Substance Abuse Prevention. Designed needs assessment and evaluation plans. Will conduct in-person, mail and telephone surveys of multiple constituencies. Will conduct analyses, prepare reports and consult with management and Board.

  • Evaluation of the Baltimore Substance Abuse Systems city-wide centralized intake and referral system. Formulated research design. Conducted in-person, mail and telephone interviews with multiple constituencies. Conducted analyses, prepared reports, and consulted with management regarding modifications to the system.

Other Program Evaluation


  • Evaluation study of the effectiveness of grant diversion in on-job-training, funded by Maryland Department of Human Resources. Planned evaluation strategy, including data collection and analysis strategies. Prepared cost-benefit and impact analyses and presented findings to department manager. Written report was incorporated into evaluation report submitted to Federal sponsor of the program.

  • Program to provide and evaluate professional training for juvenile services, funded by Maryland Department of Health and Mental Hygiene. Screened and selected program participants, provided training and evaluated program. Advised state agency department head for client about logistic and cost-effective issues involved in expanding the pilot program.

  • Evaluation of state-sponsored secondary education intervention for disadvantaged youth, funded by Morris Goldseker Foundation grant. Developed longitudinal research design, including parent and student self-administered questionnaires and telephone interviews, and use of school system data. Prepared all questionnaires, conducted analyses and prepared reports.

  • Evaluation of educational program for underprivileged youth, funded by the Abell Foundation. Developed longitudinal research design, including parent and student self-administered questionnaires and telephone interviews, and use of school system data. Prepared all questionnaires, conducted analyses and prepared reports.

  • Evaluation of electronic benefit system for food stamps and AFDC, using multi-method (field, mail, telephone) surveys of clients, state workers, and retailers for study funded by contractor and supervised by Maryland Department of Human Resources and the US Department of Agriculture. Planned study, including sampling plan, data collection schedule and questionnaire design. Prepared final report and communicated with state and federal officials regarding results of study.

  • Evaluation of lay ministry training program of the Archdiocese of Baltimore. Designed multiple constituency approach using mail surveys. Developed all questionnaires, analyzed data and prepared report.

  • Evaluation of welfare-to-work program providing job training to public assistance recipients, sponsored by the Housing Authority of Baltimore City. Conducted interviews and focus groups, analyzed data and prepared reports.

  • Evaluation of energy assistance program for low income residents, sponsored by the Maryland Department of Human Resources Energy Assistance Program. Developed questionnaires, constructed integrated database containing questionnaire, financial, and energy use data, conducted analyses, and prepared reports.

Special Population Surveys


  • Telephone survey of controllers for mid-sized firms regarding automated technology for check processing, funded by private client. Designed study protocol. Results of study provided concept test and definition of target market, which were used in evaluating the business potential of the proposed enterprise.

  • Telephone survey of CFOs of mid-sized firms in central Maryland, funded by the United Way. Collaborated in a multi-agency team project. Participated in planning and directed field survey portion of the study. Prepared section of the report submitted to client. This report was the basis for the United Way's shift in approach to expand its efforts beyond large organizations.

  • Telephone survey of chief information officers for regional hospitals regarding management information systems, funded by "Big 8" accounting firm. Planned all aspects of study design. Advised executive management regarding the implications of the findings for marketing plans.

  • Multi-pronged marketing research project, funded by private health care organization. Planned marketing research effort, including telephone and mail survey of satisfaction by physicians and mail survey of patient satisfaction. Presented findings to executive management of client organization and advised them regarding interpretation of results. Recommended changes in physician marketing strategy and client services for patients.

  • Survey of patient satisfaction with health care services, funded by managed care corporation. Planned research design using mail and telephone interviewing, including sampling plan and questionnaire construction. Prepared reports for physicians and corporate management and consulted regarding quality improvement measures.

  • Telephone survey of college alumni, funded by several departments of the college. Designed survey questionnaire and multi-strata, nonproportionate sampling plan. Prepared report of findings and advised department heads regarding the implications of the findings for their operations.

  • Multi-survey marketing research study of several target groups of current, past and prospective college students, funded by private client. Prepared reports and met with executive management and department heads to discuss them. Recommended promotional and recruitment strategies which were the basis of a major shift in marketing strategy and tactics.

  • Telephone survey of college dropouts, funded by private client. Formulated research design, including survey questionnaire and sampling plan. Prepared report of findings and advised executive management regarding the implications of the findings for achieving higher student retention.

  • Telephone survey of client satisfaction by insurance holders, funded by private client. Designed survey questionnaire. Advised executive management regarding the implications of the findings for their operations.

  • Telephone survey of potential and past insurance holders, funded by private client. Designed survey questionnaire. Advised executive management regarding the implications of the findings for their operations.

  • Mail survey of periodical readers to assess product knowledge and awareness, funded by advertising firm. Assembled database, conducted analyses, and prepared report.

  • Survey of weekly newspaper readers to assess product knowledge and awareness, funded by advertising firm. Assembled database and conducted analyses.

  • Telephone and field survey of childcare use and preferences among public assistance benefit recipients, funded by Maryland Department of Human Resources. Designed questionnaires, trained and supervised interviewers, conducted analyses and prepared reports for presentation to management and at professional meetings.

  • General population public opinion survey using telephone survey with random-digit-dialing sample, funded by private mass media clients. Developed questionnaire and sampling plan. Presented results to clients and prepared reports for them to publish.

  • Community survey of random household sample using postal route sampling and mail surveys, sponsored by the Fund for Educational Excellence. Developed questionnaire and sampling plan. Prepared reports and presented results to clients.

  • Community survey using random-digit-dialing telephone interviews to study hospital reputations, funded by private client. Planned all aspects of study design. Conducted local area analyses. Advised management regarding the implications of the findings for marketing plans.

  • Community statewide survey of Maryland residents using random-digit-dialing telephone interviews to study shopping safety, funded by private client and initiated by the Governor's Executive Advisory Council on Safety. Developed questionnaire and sampling plan. Prepared reports and presented results to clients.

  • Participated in clinical trial of pharmaceuticals, funded by Walter Reed Army Hospital. Helped develop instruments, and organized and assembled database, conducted statistical analyses and participated in preparation of reports.

  • Computer statistical analysis of US government data tapes to make projections of insurance coverage under alternative assumptions for planning federal health care policy, funded by Johns Hopkins University. Prepared programs, merged data from multiple data sets, developed imputations, and generated tables.

  • Survey of parishioners and simultaneous organizational study of parish staff, funded by the Baltimore Archdiocese of the Catholic Church as the basis of their planning efforts. Formulated multi-level research design. Assisted in designing all research instruments and training community groups to administer different instruments to multiple study groups. Developed analysis plan and reporting formats. Met with client's research liaison staff and advised them regarding their responsibilities. Met with executive management and community groups to present results of the reports and give recommendations regarding planning at the parish and archdiocese levels.
