Victor R. Delclos, Ph.D. completed his doctorate in Human Development at George Peabody College of Education/Vanderbilt University in 1983. He has been on the faculties at Tulane University and the University of New Mexico and has served for eight years as Professor and Chair of Education at Loyola College in Maryland. His primary area of interest is human learning and its relationship to instruction and assessment in K-12. He has authored over 25 journal articles and book chapters, made scores of professional presentations, and received research grants from the USDOE, NSF, and several private foundations. He has served as chair of the USM/MICUA Deans/Directors of Education Group and as Vice-President of the AJCU Conference of Schools, Colleges, and Departments of Education.
