CRITERIA FOR FUNDING

Overview
The Coordinating Committee for the Year of the City has a limited budget available to support programs and initiatives that contribute to the aims and purposes of the Year of the City.  In addition, the Student Government Association has earmarked a limited amount of funds for student-run programs and initiatives that further these same aims.  All requests for funds for Year of the City programs and initiatives must be submitted in proposal form to the Coordinating Committee.  Programs and initiatives include but are not limited to lectures, colloquia, panel discussions, presentations, and special Year of the City projects.

Eligibility
All members of the Loyola College community and all departments, academic programs, organizations and groups may submit proposals to the Coordinating Committee.  All proposals must involve projects in keeping with the mission and purposes (
Mission Statement) of the Year of the City.  Applicants may not submit proposals that would benefit themselves financially.

Standards for Proposals
Proposals must aim to foster one or more of the following:

  • Education in relation to Year of the City themes, including: aspects of Baltimore’s culture, history and life; urban and social justice issues that are relevant to Baltimore; theories of civic life; university and civic relations; the Jesuit urban apostolate; and/or Catholic social thought;
  • Development or enhancement of partnerships with community groups, city agencies/organizations, educational institutions, and/or socially engaged economic, political, and cultural institutions;
  • Institutionalization of priorities, processes, and/or programs that will sustain the Year of the City focus in the College’s ongoing life;
  • Furthering the aims and purposes of the Year of the City in some other fashion.

Persons or groups who submit proposals assume primary responsibility for implementing the event or initiative.  Proposals that involve collaboration with partners in the wider Baltimore community must include contact information for those partners.

Submitting a Proposal
All applicants seeking funding must submit a complete proposal.  All proposals must be completed on-line, through the Year of the City web site
.  Submitted proposals should include responses to all questions on the proposal form, including a description of the program/initiative, a detailed budget, and publicity and facility plans. 

Budget
Proposals must include an itemized budget of judiciously determined expenses including, but not limited to, projected expenses for honoraria, refreshments, speaker accommodations, transportation, and advertising.  The Coordinating Committee does not fund honoraria for College faculty, staff, or administrators, nor does it approve funds for what can be considered normal College expenditures.  The Student Government Association’s budget does not fund grants or work-study for students.  The proposal must also include other sources of funding.  Applicants are expected to highlight specific items within the overall budget for which funding is requested.

Criteria for Approval for Funding
The criteria for approval, applied more rigorously to the amount of the request, include the following:

  1. The contribution of the program or initiative to the realization of the aims and purposes of the Year of the City
  2. The probable interest of the program or initiative to the Loyola College community and/or a wider audience
  3. Appropriateness of the program to the target audience
  4. Whether funding from other sources has been secured
  5. The accuracy and clarity of the proposal.

How the Contribution Will be Acknowledged
Submitting a request does not guarantee funding.  Submissions from faculty, staff and administrators will be reviewed by the Coordinating Committee.  Student submissions will be reviewed by a student sub-committee of the Coordinating Committee.  Each proposal will be considered in view of the guidelines and conditions set forth in this document.  All answers will be returned to the requester, in writing, generally within three weeks of receiving the request.  If a proposal is rejected, a brief explanation will be given.
