A Loyola Education—Tuition-Free
Beginning with students entering Loyola in Fall 2027, the Maryland Promise will provide a clear path to a tuition-free Loyola education for eligible Maryland residents with significant financial need.
If you are a Maryland resident who is eligible for and receives both the Federal Pell Grant and the Maryland Guaranteed Access (GA) Grant, Loyola will ensure that your full undergraduate tuition is covered through a combination of federal, state, and Loyola-funded scholarships and grants.
There is no separate application for the Maryland Promise.
Who is eligible?
To qualify for the Maryland Promise, students must:
- Be a Maryland resident.
- Be admitted to Loyola as a first-time, full-time undergraduate student beginning in Fall 2027.
- Have a minimum 3.3 high school GPA.
- Be eligible for and receive the Federal Pell Grant.
- Be eligible for and receive the Maryland Guaranteed Access (GA) Grant.
- Complete all required financial aid applications and documentation by the applicable deadlines.

Baltimore City Students: An Even Greater Commitment
Loyola is also expanding the Charm City Promise for eligible students from Baltimore City.
Beginning in Fall 2027, eligible graduates of Baltimore City high schools who receive both the Federal Pell Grant and the Maryland Guaranteed Access (GA) Grant will have tuition, housing, and food fully covered through a combination of federal, state, and Loyola-funded scholarships and grants.

What happens if tuition increases?
The Maryland Promise covers full undergraduate tuition for eligible students, so the commitment remains tied to Loyola's tuition rather than to a fixed dollar amount.
What if I am a Baltimore City student?
Eligible Baltimore City students may qualify for Loyola's expanded Charm City Promise, which provides an even greater commitment by covering tuition, housing, and food.
